Chandigarh, Nov 29 – Haryana Chief Minister, Manohar Lal today exhorted the Administrative Secretaries as well as the Deputy Commissioners , in two separate meetings, to launch a state wide drive to educate the people how to make cashless transactions through certain consumer friendly applications. “We can move from less cash to cashless transactions, he added.
The State Government has decided to introduce a daily award scheme to encourage those who would get themselves registered on Unified Payments Interface (UPI), Unstructured Supplementary Service Data (USSD) and other modes of cashless transactions.
While addressing the Deputy Commissioners through a video conference to popularise cashless transactions, here today he asked them to work on a war footing level for atleast seven days to ensure a cashless society in the state. He said that all the officers should commit themselves for this cause and teach their personal staff about the usage of UPI and USSD and other modes of cashless transactions so as to ensure that these banking applications could be utilized for all kind of transactions.
Referring to the Prime Minister Mr Narendra Modi’s vision of cashless society, Mr Manohar Lal said that in the first phase, we can make a beginning with “less-cash” society within a week and then can move towards maximum cashless society. To achieve this, short term training programmes should also be conducted, if required. Besides taking services of teachers, training on cashless transactions should be imparted to students as they could also teach their family members about mobile banking.
He also directed the Deputy Commissioner to install canopies outside the e-disha centres and other public dealing places in each districts to teach the common citizen about mobile banking transactions. The DCs also demonstrate the cashless mode of transactions to the district officers with the assistance of banks. Maximum awareness should be spread among the masses how they can do all transactions and business without cash. The DCs could also utilize the services of youths registered under ‘Saksham Haryana’ portal for this purpose. All the officers must review the cashless and cash transaction every day in the evening.
Earlier, while addressing the Administrative Secretaries, the Chief Minister asked them to ensure cashless transactions of all kinds of payments and receipts in the government. Presently, there is 0.08 per cent volume of cash transactions in the state which should be further checked. He asked them to submit the requirement of Point of Sale (POS) machines in the departments concerned.
The Chief Minister also asked the representatives of Punjab National Bank to prepare a scheme for giving Point of Sale (POS) machines to the small shopkeepers.
Finance Minster Capt. Abhimanyu said that as per the directives of Prime Minister and Chief Minister, the state machinery should be geared up to achieve the desired result in the next week. We have to learn to achieve the target of cashless transactions during this period. All the Ministers, Chief Secretary, Administrative Secretaries should take this campaign at personal level and teach their personal staff how to use mobile banking.
