  • Haryana Skill Development Mission (HSDM) approved 16-02-2015

    Chandigarh February 16: Haryana Government has decided to set up Haryana Skill Development Mission (HSDM) in the State with an aim to provide quality skill training and professional knowledge to the youth to enhance their employability and bridge the skill deficit to meet growing market demand for skill manpower. A proposal to this effect has been approved by Chief Minister Mr Manohar Lal.           The Mission will increase employability of youth and empower them to take part in the economic growth of the State and the Country, through skill training in modern and market driven professions at reasonable cost and monitor its delivery, and thereby reducing unemployment, poverty and socio-economic inequality. The present skill building capacities in various departments in both the formal as well as informal sectors in the State is 3.30 lakh per annum.           The HSDM will provide skill training to the students passing out from schools, school dropouts, unemployed youth, informal sector workers, women and other disadvantaged groups. Besides, it will also inspect, monitor the quality of training imparted. The Mission will not only map demand for skill sets in the market and formulate programmes to meet such demand through high quality skill training but also develop self employment and entrepreneurial skills for youth of the State. Apart from this, it would also act as a platform for job seekers and provide assistance in getting self employment.           The Mission will assist the State Government in formulating appropriate policy, legislations and measures to fulfil the skill gap and constitute task force for this purpose. Also, it will carry out or implement any other activities or schemes which are beneficial to make the youth of State employable.           The HSDM will have a Governing Council with Haryana Chief Secretary as its President and Administrative Secretary, Technical Education Department as Member Secretary. The other members of the Council included Administrative Secretary, Industries and Information Technology, Administrative Secretary, Finance, Administrative Secretary Agriculture, Administrative Secretary Higher Education, Administrative Secretary Labour and Employment, Administrative Secretary Animal Husbandry and Dairying, Administrative Secretary School Education, Administrative Secretary Development and Panchayat and Rural Development, Administrative Secretary Urban Local Bodies, Administrative Secretary Tourism, Administrative Secretary Women and Child Development, Administrative Secretary Industrial Training, Administrative Secretary Welfare of Scheduled Castes and Backward Classes, Administrative Secretary Medical Education and Research, Director, National Institute of Technical Teachers Training and Research(NITTTR), Sector-26 Chandigarh, Nominee of National Skill Development Corporation, Nominee of National Skill Development Agency, one representative each of CII and PHDCCI and  one expert associated with vocational training.           The term of non-official members nominated by the State Government into the Council will be for three years. The Council will frame policies, guidelines, regulations and rules for the Mission besides approving guidelines for functioning of HSDM like engaging private partners, recruitment rules and purchase rules etc.           The Affairs of the Mission will be administered, subject to the rules, regulations and orders of the Council, by an Executive Committee headed by Administrative Secretary, Technical Education as its Chairman.
