Chandigarh April 1: Haryana Chief Minister Mr Manohar Lal has approved the registration of construction workers as beneficiary of the Haryana Building and Other Construction Workers Welfare Board. While giving this information here today, an official spokesman said that as per the instructions, the Sub Divisional Engineer of Public Health Engineering (PHE) Department would act as Assistant Registering Officer for the registration of the construction workers working under their jurisdiction and would motivate all the construction workers engaged in the projects or construction sites of their respective jurisdiction to apply for this registration. He would ensure that no worker be allowed to work with any of the contractor without being registered as member of the Haryana Building and other Construction Workers Welfare Board. He said that as the department is paying one per cent cess on the cost of construction of their projects but the construction workers engaged in these projects through the contractors are not able to get their statutory benefits out of this cess amount for want of their registration as beneficiary of the Haryana Building and Other Construction Workers Welfare Board. Apart from this, all the Departments would also ensure the timely transfer of the cess amount to Secretary, Haryana Building and other Construction Worker Welfare Board. He said that the construction workers who have worked under MGNREGA for more than 50 days be also registered. In case, they submit the affidavit of self-employment as construction worker for atleast 40 days out of total ninety working days during the last one year. The registration of such workers would only be one on the recommendation of the Sub Divisional Engineer (SDE), Panchayati Raj, Public Works Department, he added. The spokesman said that the Assistant Registration Officers would motivate all the construction workers engaged in the projects or construction sites of their respective jurisdiction to apply in the prescribed Form-V and Form-VI alongwith the registration fee of Rs 25 and the subscription fee at the rate of Rs 5 per month for a period of one year or three years, as desired by the applicant and would recommend such cases in bulk to the concerned Registration Officer cum Assistant Directors, Industrial Safety and Health of the district. He said that the statuary provisions of the welfare measures like drinking water, educations, temporary hut, medical facilities, mobile latrine, crèche facilities etc would be implemented in letter and spirit. All the Superintendent Engineers (SEs) of Public Health Engineering (PHE) Circle of the State have been asked to ensure the strict compliance of these instructions, he further added.
