  • With a view to provide time bound and hassle-free services to the citizens, Haryana government notified 163 services under Right to Service Act, 2014. 4-05-2015

    Chandigarh, May 4- With a view to provide time bound and hassle-free services to the citizens, Haryana government under the able leadership of Chief Minister Mr Manohar Lal has notified 163 services under Right to Service Act, 2014.             While stating this here today, an official spokesman said that according to a notification issued to this effect, these services would be provided in prescribed time period and in case of unnecessary delay, the concerned official would have to pay fine.             Revenue Department would provide 20 services in time bound manner. Certified copies of all documents at Fard Centre level that is Record of Rights (Jamabandi), girdawari and mutation would be provided in one day by Duty Patwari-1. Certified copies of all documents at village level that is Record of Rights (Jamabandi), girdawari and mutation (if the copies sought are manual and number of pages sought is less than five) would be provided in two days, in case the number of pages sought is more than 5 and less than 15 would be provided in three days and if the copies sought are manual and number of pages sought is more than 15, the same would be provided in seven days by the Patwari.             The Demarcation of land would be provided by Circle Revenue Officer in 45 days where police help is required within 15 days from the date of orders of concerned District Magistrate for such police help.             The registration of all kinds of documents that is sale deed, lease deed, GPA and partnership deed would be provided in one day by the Sub Registrar or Joint Sub Registrar in case of Sub Tehsils.             Certified copies of all kinds of previously registered documents would be provided in seven days by the Sub Registrar or Joint Sub Registrar in case of Sub Tehsils.             Attestation of uncontested mutations would be provided in 45 days by the Circle Revenue Officer.             Private partition of land (mutual consent of landowners) would be provided in 30 days by the Circle Revenue Officer.             Issue of income certificate would be provided in 15 days by the Tehsildar of the concerned Sub Division.             Area or succession or dependent certificate or counter signature would be provided in 15 days by the Tehsildar of the concerned Sub Division.             Mortgage 1st charge would be provided in 15 days by the Tehsildar of the concerned Sub Division.             Registration of lease or conveyance deed would be provided in 15 days by the Tehsildar of the concerned Sub Division.             Conversion from lease to free hold would be carried out in 30 days by the Tehsildar of the concerned Sub Division.             Scheduled Castes certificate would be issued in seven days by the Tehsildar of the concerned Sub Division.             Backward Classes certificate would be issued in seven days by the Tehsildar of the concerned Sub Division.             Other Backward Classes certificate would be issued in seven days by the Tehsildar of the concerned Sub Division.             Special Backward Classes certificate would be issued in seven days by the Tehsildar of the concerned Sub Division.             Tapriwas certificate would be issued in seven days by the Tehsildar of the concerned Sub Division.             Vimukt Jati certificate would be issued in seven days by the Tehsildar of the concerned Sub Division.             Economically Backward General Caste certificate would be issued in seven days by the Tehsildar of the concerned Sub Division.             Resident certificate would be issued in seven days by the Tehsildar of the concerned Sub Division.             Rural Area certificate would be issued in seven days by the Tehsildar of the concerned Sub Division.             In Health Department, certified copies of birth or death certificate in rural areas would be issued in seven days for current year and 15 days for previous years by the Registrar (Birth and Death) of the concerned Primary Health Centre and Community Health Centre or Deputy Civil Surgeon (Birth and Death) of the concerned district.             In Health and Urban Local Bodies Departments, registration of death and birth certificate (after one year of event) after submission of complete application would be issued in 60 days (20 days for Registrar, 20 days for District Registrar, 20 days for Sub Divisional Magistrate (SDM)) subject to the condition- the applicant provide complete documentary evidence regarding his case by the concerned Registrar or District Registrar.             In Health and Urban Local Bodies Departments, birth and death certificate (name entry and new birth certificate) would be issued in seven days (only certified copies) by the concerned local or District Registrar as applicable.             In Health Department, correction of entry in birth and death certificate after submission of complete application would be issued in 15 days (only certified copies) by the concerned local or District Registrar as applicable.             In Urban Local Bodies Department, certified copies of birth and death certificate in corporation cities would be issued in seven days for current year and 15 days for previous years for already registered birth and death by the local Registrar (Birth and Death) of the concerned Municipal Corporation. Certified copies of birth and death certificate in towns of Municipal Committees would be issued in seven days for current year and 15 days for previous years for already registered birth and death by the local Registrar (Birth and Death) of the concerned Municipal Committees.             Sanction of building plan other than residential (all improvement trusts) would be issued in 60 days by the Secretary or Superintendent of concerned improvement trust. Sanction of building plan or revised building plan (Residential) (all improvement trusts) would be issued in 60 days by the Secretary or Superintendent of concerned improvement trust.             Completion or occupation certificate for building (all categories) (all improvement trusts) would be issued in 21 days by the Secretary or Superintendent of concerned improvement trust.             No objection certificate or duplicate allotment or re-allotment letter (all improvement trusts) would be issued in 21 days by the Secretary or Superintendent of concerned improvement trust.             Conveyance deed of improvement trust would be issued in 15 days, no dues certificate of all improvement trust in seven days, transfer of property in case of sale of improvement trust in 15 days, transfer of property in case of death of all improvement trusts in 45 days, issue of permission for mortgage in seven days, sanction of all building plans or revised building plans (Residential), Municipal Corporations, Councils and Committees would be issued in 60 days from the receipt of complete documents by Chief Town Planner or Executive Officer or Secretary. In case of other than residential, the same would be issued in 60 days from the receipt of complete documents.             Water supply and sewerage connection in Municipal Corporation Faridabad and Gurgaon would be issued in seven days by Assistant Engineer, conveyance deed in 15 days, new trade license by Municipal Corporation in 15 days, renewal of trade license by Municipal Corporation in 12 days, removal of solid waste from streets or roads in two days, replacement of street lights in ten days subject to availability of material in stores, water leakages or sewerage blocked or overlow in Municipal Corporation Faridabad and Gurgaon in two days, sanction of building plans in the original municipal limits for all uses and sizes except commercial or institutional uses for the sites 1000 square metres and above, 1000 square metres and 5000 square metres and above would be issued in 60 days from the receipt of complete documents. Change of land use permission for the sites situated within controlled areas falling with the municipal limits would be given by Chief Town Planner, Urban Local Bodies in 60 working days except in cases where competency is of the government.             In Public Health Engineering Department, sanction of water supply or sewerage connection in corporation cities and in MC towns would be issued by concerned SDE within 12 days, water leakage or overflow pipes in three days and sewerage or blocked or overflow of manholes in seven days.             In Power Department, normal fuse off call would be addressed within four hours in cities and towns and in eight hours in rural areas, overhead lines breakdown in cities and towns within eight hours and in rural areas within 16 hours, breakdowns due to breakage poles would be corrected in cities and towns within 12 hours and in rural areas within 24 hours, underground cable breakdown in cities and towns and in rural areas within 48 hours, major power failure involving power equipments would be corrected in seven days.             Similarly, Transport Department would provide three services in time bound manner, Housing Board would provide nine services, Agriculture Department two services, Haryana State Agricultural Marketing Board would provide eight services in time bound manner, Industries and Commerce Department would provide its 19 services, Haryana State Industrial and Infrastructure Development Corporation would provide 13 services, Food and Supplies Department inspector incharge of AFSPO would issue new ration card on receipt of D-1 form within 22 days.             Similarly, HUDA would provide 15 of its services to the people in prescribed time period, Town and Country Planning Department would provide ten of its services, Home Department 24 services to the citizens in time bound manner.
