Chandigarh, June 30 – Haryana Chief Minister Mr. Manohar Lal said that all members of different Committees of Haryana Vidhan Sabha should rise above party politics and participate diligently and dedicatedly in meetings of the committees so as to give valuable suggestion for welfare and development of the state. This is true responsibility of public representatives in a democracy.
The Chief Minister was speaking after inaugurating one-day seminar on the “Importance of Committees of Haryana Vidhan Sabha” organized by Haryana Vidhan Sabha Secretariat here today.
The Speaker, Haryana Vidhan Sabha Mr. Kanwar Pal, Leader of Opposition Mr. Abhay Singh Chautala, former Chief Minister Mr. Bhupinder Singh Hooda, all Ministers and MLAs were present in the seminar.
The Chief Minster said that holding of such kind of seminar were very important for all elected representatives especially for those elected for the first time. Earlier also, a training camp for all legislators was organized on the initiative of Vidhan Sabha Speaker. This is the second occasion that a seminar on the importance of committees of Haryana Vidhan Sabha is being organized. It is indeed a significant initiative of the Speaker. He said that in depth discussion on any issue might not be held in assembly as desired, but comprehensive discussions on concerned aspects are possible in committee meetings.
He said that there were 18 permanent committees of Vidhan Sabha on different subjects but Committee on Public Accounts, Committee on Public Undertakings, Committee on Estimates and Committee on welfare of Scheduled Castes, Tribes and Backward Classes are more important as these are selected by the House. Members of the remaining committees are nominated by the Vidhan Sabha Speaker.
While describing House committees as bridge between legislators, executives and people, the Chief Minister said that House serves for a fixed session period but committees were continuously functional and suggest the government. He said that seminar is being organized to make the working system of committees more efficient.
The Chief Minister said that many members were elected first time in 13th Vidhan Sabha and he himself elected to Vidhan Sabha for the first time. He said that he is not a member of any committee but he and other members could get important information about the functioning of committees.
He pointed out that mostly there was an expression in mind that committees have been constituted to delay a work but it is not the case here. The house committees have sent recommendations which largely benefit the government. While all members are from different regions and political parties but our sole purpose is to ensure welfare and development of the region and its people. He urged all legislators to accomplish their responsibility to serve the people with utmost dedication.
