Chandigarh, September 22- Haryana has been awarded with Skoch Smart Governance Award 2015 for its six schemes namely e-pension, Birth Registration, Finance Management System, e-Tourism, CM Window and e-Disha.
Haryana Chief Minister, Mr. Manohar Lal received this award from Union Minister for Urban Development Mr. Venkaiah Naidu in 41st Skoch Summit organised at Stien Auditorium, India Habitat Centre in New Delhi today.
Speaking on the occasion, Mr. Manohar Lal said that 22 e-services of Health and Revenue Department have been started in the State through the medium of Combined Service Centres and in the current financial year, 150 citizen services would be provided in electronic mode. He said that 2500 Combined Service Centres would be opened in the State and presently 650 such Centres were already operational. He said that the present Government has notified 163 services and the citizens of the State have the right to acquire them. A time limit has also been fixed to provide these services, he added.
He said that the State Government is making concerted efforts to redress the grievances of the people at the earliest and for this, facility of CM Window has been provided. Now, the people could register the complaints from their homes through citizen portal ‘Harsamay’ of Police Department. He said that the State Government was making every possible effort to eradicate corruption from the State and for this, various e-services including e-payment, e-stamping system, e-registration, e-refund, e-tendering and e-auction were being provided. He said that taking into consideration expansion of IT services, three software technology parks at Panchkula, Rai and Rohtak have been setup. Various schemes were being launched in the State to improve upon IT education amongst the youngsters, he added.
The Chief Minister said that with a view to strengthen the infrastructure of the State, great emphasis was being laid on the extension of roads, transportation, metro trains and railway lines. He said that construction work of long pending Kundli-Manesar-Palwal expressway has been commenced. He said that during previous ten year Haryana had got only four national highways, whereas during the short span of the present BJP Government, Haryana has already got nine national highways. He said that GPS Systems were being installed in the buses of Haryana State Roadways and CCTV Cameras were also being installed at the bus stands.
Mr. Manohar Lal said that with a view to provide more employment opportunities to the youth of the State, eight MoUs have already been signed which would create about one lakh employment opportunities. He said that uninterrupted power supply would be provided to the villages and to the cities which would pay their bills on time. He said that the previous Government had not taken concerted measures towards the payment of the electricity bills.
Interacting with the Media persons, Mr. Manohar Lal said that the State Government is ready to borne the expenditure to make Gurgaon a smart city and the State Government needs technical support from the Union Government for it. While replying to a question regarding Panchayat Elections, the Chief Minister said that the State Government has decided that only educated representatives should be elected from Panchayat Institute so that over all development of the villages could take place. He said that the decision of the Supreme Court in this regard is foremost, but the State Government would definitely keep its side before it.
Speaking on the occasion, Union Minister for Urban Development, Mr. Venkaiah Naidu said that Modi means Making of Developed India. He said that convergence of new initiatives like Smart City Mission, Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Swachh Bharat Mission, Urban Housing Mission and Heritage City Development and Augmentation Yojana (HRIDAY) were another important feature of the shift in our approach to urban development to make it more result oriented and inclusive.
